The paper analyzes and evaluates the planning and implementation processes of the Integrated Rural Development Programme (IRDP) with specific reference to the milch animal distribution component of the programme in the Sabarkantha district of Gujarat. The actual planning and implementation practices are evaluated with reference to the guidelines contained in the Government of India manual on the IRDP. Several special features of IRDP in the State/district are highlighted. The establishment of the rural development commission at the state level, the very effective and close liaison with the banks, and the tie-up with the village dairy cooperative societies for provision for cattle feed, veterinary and artificial insemination provisions and an assured market at profitable prices for milk and for deduction of loan instalments from the milk bill are some of the special strengths of IRDP in the district. The paper also highlights the need for updating the family income limit to Rs 3500, setting up income generating norms for various economic activities and for introducing training in animal feeding, health care and management to those beneficiaries who do not have any experience and skills in animal husbandry.
