The article attempts to find a method capable of overcoming the shortcomings of current methods of evaluating programmes of integrated rural development. Some indicators regarding socio-economic returns to the activities concerned were first developed. In the second phase, each activity was evaluated as it related to the objectives designed by the programme, by relying on the different views of all parties concerned with the development programme. The application of this technique to the rural development programme for Borg Nour El-Homoss Community (Dakahlia Governorate) revealed that productive activities which improve agricultural production rank above all activities.
