The history and development of the Magarini Integrated Rural Development Programme (MIRDP), Kenya, is discussed, and how it evolved from the Magarini settlement project (MSP)in 1990. The paper discusses the development and progress of both programmes, highlighting the the main MSP's problem, a lack of community involvement. The new projects target was the community and hence it aimed to build onto the experiences of the MSP by incorporating a heavy emphasis on sustainable community participation. The experiences showed that the most suitable point of entry to the community was found through a local, well-functioning NGO. Funding activities were channelled through the NGO, which was expected to maintain a close working relationship with all levels of Government.
