This volume presents a planning project for the Bolivar Region in Ecuador. The plan is inspired by the "Rehovot Approach" to regional planning. The region was selected on the recommendations of the Ministry of Agriculture and is one of the country's least developed provinces, never before considered in any plan for regional development. The first operational stage of the project establishes the objectives for development at national level and defines in global terms those for regional and local development. This is followed by the compilation of information in printed form as well as interviews and observations gathered during the study tours of the region. Based on the collected data, the region is divided into ecological areas with similar characteristics and the economic, social and institutional situation is analyzed. The next stage is concerned with the preparation of a model for regional economic growth and a preliminary plan for the distribution of manpower resources and investment amongst the various sectors of the economy, based on the conventional methods and techniques of national macro-planning. Stage six of the project is dedicated to planning the development of each individual sector, followed by a comparison of the sectoral plans with the macroplan. A final intersectoral plan for the development of the region is worked out and a proposal for the appropriate institutional structure, which would enable the plan to be implemented, is presented. The final stage of the project is concerned with the detailed planning of the selected area. This work is the result of a practical exercise carried out within the framework of the Postgraduate Course on Planning of Integral Regional Rural Development under the direction of the Centre of Regional Urban-Rural Studies in Rehovot, Israel.
