A case is made for the development and use of well defined agricultural development policy guidelines. As a starting point for discussion, seven policy objectives are set up, listed in an order of priority. A matrix system is offered as a means of selecting and ranking potential agricultural development projects. Some implications of the policy priorities are examined in relation to project design and monitoring, farmer target groups, agricultural research and extension, incentives, agricultural credit and labour intensive or tractorized methods of agricultural production.
