The chapter examines the trends in agricultural development since the 1960s and suggests a framework within which future agricultural policies may be considered. There is an urgent need for sub-Saharan African governments to formulate policies and programmes to reverse the widespread decline in agricultural output. The objective of this discussion therefore is to highlight some of the themes that any successful production-focused rural development strategy must embrace. The chapter focuses in turn on: trends in agricultural development since independence; export production; food production; foreign debt; domestic policy reform; strategies for agricultural development; and successes of small-farmer development in Kenya and Zimbabwe.
