This paper examines government educational policy regarding (1) primary education development in Nepal, (2) the Programme of Equal Access of Women to Education initiated in 1970 and (3) the results of surveys of progress of the programme. Recommendations for future action relate particularly to management and coordination, a regional approach to reducing imbalances and an ethnic approach to reduce socio-ethnic disparities. Districts of Nepal are classified in the final section according to girls' enrolment and women teachers in employment.
