Based on visits to primary schools and pre-primary kindergarten in rural agricultural brigades and fishing communities in Shandung Province, to kindergarten and day-care facilities in state enterprises and factories, to kindergarten and out-of-school support provided in urban neighbourhood associations in Shanghai city and to primary schools and kindergarten organized by the Zingdao municipal city, this paper describes characteristics of preschool and primary education -- e.g. the care to develop children's oral vocabulary before work on reading begins, the stress on moral education, the combination of traditional methods with progressive content and the special attention given to slow learners and to talented children.
