Historical and experimental perspectives as well as general and specific insights are cited to illustrate that the current federal food delivery and health programs lack focus and direction. The United States does not have a food policy; it has a hunger policy. It does not have a health policy; it has a disease policy. Specific recommendations are made including a recommendation for policies that recognize the interrelationships between food, health and nutrition, and a new role for dietitians.
