The paper reviews the Philippine experience in the first 7 years of the 1970s, giving information on overall economic and social development, and selected issues including irrigation development, development projects and programmes, access to agricultural inputs, agricultural production programmes, the role of agricultural credit and rural co-operatives, rural extension work, farmers associations, social services, organization of agricultural labourers, and urban and rural planning. It assesses the impact of policies, programmes and projects in agrarian reform and rural development, and evaluates results.
