The paper describes the historical development of reform and gives an outline of the relative legislative aspects, land ownership and holdings situation to introduce details on services, especially the structure and functioning of rural co-operation, co-operative farming, the role of farmers in the co-operatives at village level including the agricultural credit, services of village banks and loan procedures, and describes rural extension services to manpower in reform areas, co-operative marketing and price policy, and policy regarding rural industries.
