The coexistence of urban unemployment and rural surplus labour has been a serious problem for China's economy and society. It is estimated that by the year 2000 China's total population of working age will have reached 810 million and actual labour supply 730 million. This paper has three parts. Part I compares several ways of expanding moderate labour capacity. Part II discusses China's population/labour situation and the choice between alternative expanding capacity strategies. Part III presents possible short-term labour transfer measures as a means of seeking steady and sustained economic growth.
