Temporal and regional variations in the agrarian structure in India

The study considers the nature and extent of temporal variations in the pattern of distribution of land ownership and operational holdings; identifies the extent of temporal and regional variations in the growth of landless and semi-landless agricultural labourer households; and examines the policy implications, if any, of the changes identified. National data for 1971/72 and 1981/82 indicated that the concentration ratio of pure operational holdings (excluding those who did not operate any land) increased in almost all the regions except Andhra Pradesh and Himachal Pradesh, implying increasing incidence of large holdings leasing land from marginal and small ones. The distribution of operational holdings continued to be highly unequal among various size-groups in all states. The proportion of landless households to total rural households increased from 9.6% to 11.3% during the study period.
