During 1984 the Government of the Philippines commenced planning a 10-year programme, the Local Resource Management (LRM) Project. The International Institute of Rural Reconstruction (IIRR) was invited to participate in the LRM project in a pilot town, St. Domingo, in the Province of Albay. The purpose of the project is "to develop and test replicable approaches for organizing target beneficiary groups consisting of the rural poor to participate genuinely in the development process". The project is directed at three levels: (1) beneficiary groups, (2) local private voluntary organizations (PVOs) and other institutions, and (3) local government units (LGUs). The article outlines the expected outcomes of the project at each level and indicates the major strategies to be followed. Details are given of two aspects of the implementation phase: village operations and relations with PVOs and LGUs. The final section presents some insights gained from the project.
