This assessment takes account of two possible situations: a negotiated settlement for Namibia as a whole; a partitioned Namibia in which the area of concern would be the northern segment (Ovamboland, much of Damaraland and the Caprivi Strip). Different sectors are analyzed separately (e.g. agriculture, fishing, mining). The report concludes that only a minority of children in the African community are receiving a basic education, that the curriculum is imposed and does not reflect Namibian values or needs, and that the whole structure is based on apartheid aims and ideals. It concludes with various recommendations.
