A comparative analysis of unit costs of three preschool programmes in Peru evaluates Proyecto Portage in terms of costs as well as benefits. In this home-based project an active parent role and parent participation in child care are the key elements. The programmes offer different types of benefits, and information on the relative extent of these benefits is scarce. Portage probably provides more indirect benefits. In view of this it is not possible to decide which programme has the greatest cost effectiveness and should therefore be implemented.
