The paper discusses the concepts of rural poverty, participation and development. It examines previous experiences in involving the people, especially the farmer in rural development and land reform programmes in Latin American, Asian and African countries with reference to land redistribution, the introduction of high yielding varieties, rural co-operatives, and the integrated approach to rural development. It also makes recommendations for future action.
