The origins and nature of PPBS as a government planning tool are discussed, then systems analysiis is examined, in relation to planning and to techniques involved. Finally, the evaluation process (cost/benefit analysis) is discussed. Socio-economic management depends increasingly on governmental intervention; the p?*oblems faced therefore become more and more complex. Traditional budgeting procedure was never very effici?*nt, and traditional forecasting methods are risky. PPBS is based on the analysis of alternative projects; it can even be used when planning is in stages or can only be partial or provisional.
