Even the best possible legislative measures cannot alter the traditional African land tenure system without parallel and far-reaching social and economic changes in the agricultural system, particularly a changeover from shifting cultivation to commercialized agriculture. Agrarian reform of this kind has to be acceptable to rural people, and must therefore take into account customary land tenure, shifting cultivation and tribal social relationships.
