The nature and impact of Egyptian agricultural development policies over the last 20 years are reviewed, with special attention to the negative effects of government pricing policies on the allocation of cultivated land for the production of specific crops. The current status of agriculture in Egypt is assessed, and evidence given of the development of a serious food gap during the 1970s. The second section discusses existing obstacles to agricultural development in Egypt. Some of these obstacles, such as small farm size (fragmentation) and an inefficient marketing system, are endogenous to the agricultural sector; while other obstacles, such as the misformulation of agricultural pricing policies and the inadequacy of agricultural investment, are external in nature. Finally, the last section presents recommendations for formulating agricultural development objectives and policies in Egypt.
