In Latin America and the Caribbean, agricultural modernization has usually focused on certain regions, lines of production and types of producers, thereby excluding a large percentage of the rural population, especially small farmers. Women have been twice excluded, once because of their status as small-scale producers, campesinas or the rural poor, and second because of their gender. The purpose of this document is to present a framework that will enable the Inter-American Institute for Cooperation on Agriculture (IICA) to arrive at an understanding of the situation of women small farmers throughout the Latin American and Caribbean region and to work towards developing an appropriate institutional strategy. The document is divided into three parts. The first part summarizes the main problems relating to gender and women in agriculture and rural development, the 'inequities' that limit the contribution of women, and the potential for them to play a greater role. The second part presents a brief explanation of the concept and approach to gender, women and development, which establishes a framework for the strategy to be carried out. The last part presents the strategy to be followed, and the main lines of action to be implemented in connection with institutional strengthening, cooperation with the countries, and inter-agency relations on matters relating to gender and development.
