Involvement in research doesn't only mean doing it. Of all the types of involvement, the most difficult and ultimate skill is the ability to put research into practice. To be an intelligent consumer of research findings, to put research findings into practice and to feedback to researchers that × doesn't work, or to say, "You're asking the wrong questions, we need to know y" - these are enormously important tasks in nursing's research development. And clinical nurses are just the people to take up these roles.
