A detailed report is presented about the genesis and development of this Binational Agreement to combat de fruit fly in the border area between Peru and Chile, obtaining outstanding results in the drastic reduction of the fruit fly, and a proposal was presented with the basic principles of a model of international cooperation potentially feasible to be applied in other areas for the control of this one and other pests. The experience achieved by the Chilean and Peruvian teams, as a result of this joint programme, constitutes an invaluable antecedent which enables us to successfully face fitosanitary problems which highly hinder economical developement of the countries affected. In fact, it has been possible to reduce capture of C capitata in traps from CTD of 41.6 (March 1991) to 0.06 (March 1997) in the valley of Tacna, Peru. It was also erradicated from Arica, Chile in December 1995. The agreement suggested details preliminar antecedents needed and the procedure to present it, with follow up techniques, assessment, renewal and out-of-dating.
