The paper analyzes the food grain marketing problems of the West African Republic of Mali, and analyzes why numerous proposals for reform have proved unfeasible or too difficult to implement. For example, since existing co-operative organizations are instruments of government used for grain requisition purposes, farmers are reluctant to set up true co-operatives which could better defend their interests. Conclusions indicate that indirect changes, such as the extension of road networks, improved marketing information, dissemination of marketing conditions etc. will widen the options for reform and increase the probability of their adoption.
