The joint forest management (JFM) programme in Orissa, India, since 1988 when the state government brought out a resolution on it, is described. One of the major issues for the future is the 'agreement' between the JFM Committees and the Forest Department (FD), which describes the role and responsibilities of each. The other issues that need attention are the microplan, capacity building, and recognition of Community Forest Management groups by the government. For the future, capacity building of the lower level staff of the FD is proposed.
