This article presents and discusses the qualitative and quantitative assessment of the Financial Support to Fight Malnutrition, a programme created by the Ministry of Health on the second half of 1990s with the goal of reducing malnutrition in Brazil. The following issues are addressed: (1) the difference between structural and floating malnutrition, and the difficulties in solving the problem; and (2) the limits of neo-institutionalist approach for the design and evaluation of public policies in Developing Countries.
