This document contains the text of a 1988 instruction issued by Laos on speeding implementation of population management activities, primarily in the areas of internal migration and vital registration. The instruction notes that population management has lacked proper regulation and an appropriate structure. The migratory movement of people in certain regions is reported to have created favorable grounds for "the enemies" to instill a sense of animosity between the people and the administrative power. Appropriate population management is described as a task requiring a comprehensive management style linked to socioeconomic management mechanisms and reflecting respect for the equal rights of all citizens. Thus, all involved are urged to regard population management as their common duty and responsibility. Domicile registration must be effectively executed in each locality, and each province must act to limit the "irrational" migration of the population. The administration at various levels must devise plans to create fixed domiciles and employment opportunities, especially in poverty-stricken regions. In accomplishing these tasks, the people's rights, including their right to free movement, must be respected. The procedure to improve population management is to include appropriate organization, training, cooperation, and coordination at every level as well as the regular reporting of results to the Council of Ministers.
