This Decree creates a public organization, Commission for Haitians Abroad, which has as its objective 1) assisting Haitians abroad in all fields; 2) creating facilities to help in the better coordination of the activities of Haitians abroad in order to improve their living conditions; and 3) linking the participation of Haitians abroad to national life. The Decree defines Haitians abroad as Haitians living temporarily or permanently outside the borders of the country. Further provisions of the Decree set forth the composition and financing of the Commission, among other things.
