Studies reveal that the flow of male youth from rural areas in developing countries is at a more rapid rate than the capacity of the unban labour market to absorb them. As a result a significant proportion are unemployed or underemployed for several years. The assumption is made that a social policy directed towards mitigating the problems of rural migrant youth will accelerate national development.
