The allocations in different states an the second and the third Indian five-year plan for tribal development are examined to see whether they have helped the agricultural development of the tribal population. The analysis of data 'showed serious disparities in per caput allocation of these funds in different states and the break-up of allocations on social overheads was also not proportionate among different states.
