The article reviews the outcome of the World Summit on Food held by the FAO in Rome in November 1996. Although many NGOs were present offering perspectives on the causes of hunger and proposals for its resolution, the summit failed to do more than produce `empty' and `uncompromising' declarations. The article sees the reasons for this as lying in the conflicting positions of the World Bank, commercial interests and political demands for less aid and more market freedom, which make the search for food security more and more difficult. The article ends by joining the call made by some NGOs recently for a world convention on food security.
