This paper first describes major changes in wheat production and consumption in sub-Saharan Africa since 1961. It then provides a framework for analysing changing dietary patterns with respect to wheat. This framework is applied to a cross-sectional analysis of wheat consumption in sub-Saharan African countries. Finally, the implications of the findings for wheat consumption policies are discussed, focusing on pricing, processing, import policy, food aid and food security.
