Role of panchayats in poverty alleviation programmes: a study in the state of Karnataka

An examination is presented of poverty alleviation programmes such as the Integrated Rural Development Project and the Jawahar Rozgar Yonja in Karnataka, India, as formulated and implemented by the panchayats. Process evaluation and impact evaluation are considered for such projects. The paper notes that one of the main areas was the calling of gram sabha meetings by the village panchayats to enable local people to participate and identify areas requiring infrastructural development. Such decentralization should be encouraged by devolving further powers and resources to the panchayats.
