The paper presents the conclusions of a seminar, held at Unesco in Paris in May 1979. Participants at the seminar included economists, sociologists, educationalists, geographers and doctors. Detailed analyses were made of national experiences in agrarian reform and rural development, such as those of Portugal and of Tanzania, as well as more general problems. The main points raised at the seminar are summarized under the following headings: (1) links between general development and rural development; (2) the problem of communications; (3) participation by the peasants; (4) areas needing further research.
