The regional development component of the Zambian Fourth National Development Plan (1989-93), published in 1988, is examined. 28% of the plan is devoted to regional development planning. Organizationally, the section has 11 chapters; one on regional development, another on urban development and the rest concentrating on each of the 9 provinces which, in this instance, and for planning purposes, are also regarded as planning regions. The growth centre strategy will continue to be used as an instrument to influence the spatial allocation of investments. Along with this strategy of influencing the spatial allocation of investments will be the need to improve management and implementation capacity of local administrative bodies at the provincial and district levels. It is concluded that the Plan generally repeats regional development problems and proposed solutions as contained in the previous plan. There are no significant departures in the basic structure and style of presentation.
