Despite the quest for multilateralism inspired by GATT, during the past years world markets have shown a clear trend for increasing regionalism and the formation of regional economic blocs. All over the world countries are joining preferential trade agreements for political, economic and strategic purposes. In Latin America and the Caribbean, this process has followed the recovery from the debt crisis, the improvement of the economic conditions and the gradual liberalization of the markets. The USA has been a key player in the regional integration process, with the purpose of maintaining a strong political influence and starting a powerful continental trading bloc. The lack of political stability, social tensions and wide economic differences remain a serious obstacle for integration among countries of the area.
