The electronic health record can be defined as a computer-stored collection of health information about a person, linked by a person identifier. This definition encompasses the fundamental vision of the electronic health record but does not help users and developers to understand the scope of electronic health records. When a care giver stores patient information on a standard PC, is that considered an electronic patient record? When medical records are scanned into a computer, is the end result an electronic patient record system? The Medical Records Institute feels the time has come to clarify these terms.
