Health insurance is a critical recruitment and retention tool for employers. Employer-based coverage provides advantages, such as natural risk pools and equitable premiums. Small employers face higher premium and administrative costs per worker than large firms, leading to a growing number of working uninsured. Access to affordable health insurance has become a critical issue for U.S. policymakers.
