This article focuses on the goals of the South African government to reform the financing of private sector health care and budget allocation by medical schemes. Legislative changes, such as ensuring access to a social health package and financing of social health insurance, are proposed and partially implemented in order to achieve these goals. The critical success factors for the delivery of affordable quality health care including the establishment of alternative reimbursement models for delivery of health care services and prioritization of resource allocation at the macro, meso, and micro levels, are also discussed.
