The need is stressed to evaluate EU agricultural policy from the point of view of general economic efficiency and allocative fairness. It is also, however, necessary to take account of its historical development and of the ongoing process of CAP reform, which began in 1992 and is unlikely to be completed by the 2000 package. It is recommended that an open stance be adopted towards trade liberalization and the integration of EU agriculture into global food markets and that priority should be given to improving the competitiveness of the EU agriculture and food industries. Only from this starting point will it be possible to deal with questions of social acceptance of structural change, of environmentally sustainable agriculture and of general rural development.
