The paper describes the development of a project which is a training package called 'stepping stones' in Uganda. It grew out of a need to address the vulnerability of women and young people in decision-making about sexual behaviour, but now includes HIV/AIDS, gender issues, communication and relationship skills. Issues discussed are: experiences with 'stepping stones'; young women's dilemmas; using drama to communicate needs; negotiating change through drama; women's requests; older men's perspectives; reflections on 'stepping stones'; and changing vision, and changing behaviour.
