All countries were used except the islands of Singapore, Malta and Hong Kong in this enquiry. Data being taken from many international organizations. The main analyses employs total roads as the dependent variable. The stage of economic development does influence the effects of both population density and per caput income. At lower levels of income, per caput income is less important than population density in influencing changes in the stocks of roads since village labour can be substituted for money expenditures. At higher income levels, increased population density and per caput income cause the substitution of paved for unpaved roads.
