This paper assesses the success and sustainability of the local institutions (VFCs) in implementing the project called 'Rehabilitation of Common Lands in the Aravalli Hills' in Haryana, India. The degree on how far the VCAs assisted in the transition from the open access system to the community-controlled regulated access system is discussed. Detailed objectives and methods of the project are presented, and the major findings are also described in terms of the social aspects, government policies and legislation, social and economic benefits, and sustainability of local institutions.
