The Family Planning Services and Population Research Act of 1970 (P.L. 91-572) provided federal legislation for enlarging subsidized family planning programs and directs attention to personal values. Research will include both development of new contraceptives, investigation of fertility behavior; funding by federal and private foundations is discussed in creating a conductive environment for this research. Accessibility to the public of information and services must be improved to reduce the 20% of unwanted births and promote family health and emotional well-being. Development of service capacity is emphasized for smaller cities and metropolitan areas, with strengthening of state-level leadership stressed. Needs for statistical data, increases in public information and education, program information and education, program coordination and policy development are discussed. Estimates of program costs are included.
