Employment promotion and manpower development in Pakistan: the strategy of the National Manpower Commission

This paper sets out a strategy for the National Manpower Commission (NMC) in the face of low labour participation rates and disguised unemployment in the Pakistani labour market. The need for an employment and manpower policy is discussed along with a ten point strategy for employment generation and manpower development. Specific proposals for rural and urban areas are considered along with strategies for the individual areas of Baluchistan, Sindh and the North-West Frontier Province. Specific proposals for the rural areas include: setting up of industrial support centres; project profiles to be prepared for all districts; and a continued effort to develop physical and social infrastructure. The proposals for the rural areas centre around the development of rural industries as a means of reducing unemployment. The present position and the future chances of the implementation of the NMC strategy are considered. It is concluded that gradually and steadily employment promotion and manpower issues will be integrated into the process of socioeconomic development in Pakistan.
