In August 1987, the Prime Minister of Pakistan established a National Manpower Commission to undertake analysis and the determination of the dimension of unemployment in Pakistan and make recommendations on both short- and longterm policies for dealing with this issue. The Commission was established because of special problems arising from the emigration of Pakistani workers to foreign countries and the new phenomenon of reverse migration as a result of the changing pattern of labor demand in the Middle East and other countries.
