This is a diary of the trip to the Philippines from March 21 to 28 1970. The purpose of this trip is to investigate the situation of the population and family planning. The report from this trip is used to examine the present ways the Japanese assist the South-East Asian countries in this field. 3 opinions are reported: among the Philippines specialists and government officers, there were no objections to the Kurota's suggestion on a "total approach" (or a "development approach"); the Commission on population, an governmental organization for family planning, has been established, and a movement for the promotion of the family planning has been expanded in the Philippines. A total birth rate of 35.9% and a population increasing rate below 2.47% are their first targets in 1977, but their problem is how to popularize the socio-economic incentives and disincentives of birth control. A completed system of the agriculture-population composite assistance is necessary.
