A brief description of educational development in Ethiopia with special reference to its planning requirements

Educational development in Ethiopia is assessed in the context of its social, economic and political environment. The report describes the main problems of education in Ethiopia, efforts made to combat them, and the current role of educational planning. An overall socio-economic plan is needed before education can fulfil its role. Main educational problems identified are: (1) illiteracy, (2) low level of participation, (3) inequalities, (4) lack of adaptation of education to socio-economic needs, (5) centralized administration. New dimensions need to be given to educational policies and their objectives which are: (i) rapid expansion of mass education, (ii) definition of formal and non-formal educational activities, (iii) priority to poor and rural areas, (iv) decentralized administration, (v) effective teacher training.
