This issue of the NFE Exchange focuses on some of the problems and promises of training. A hypothetical case study based on the experiences of NFE practitioners highlights some of the major planning considerations facing those who seek to design programmes that will upgrade the skills of development workers or prepare workers for new experiences in the field. In most cases questions have been raised but few answers given. The many training efforts reviewed in the Project Highlights and in the literature of the Selective Bibliography indicate that there is little consensus as to the best approaches and techniques for training. Few programmes have conducted extensive evaluations of their training efforts and more comparative research on the effectiveness of different techniques is needed. Also, the diverse situations facing development workers require that decisions as to the structure and content of training programmes be determined not by a given model but by the needs and context of the training programme itself.
