The paper focuses attention on the objectives and planning connected with the education of qualified personnel at institute or university level who will occupy a leading position in shaping Pakistani agricultural policy, research, teaching-administration, other agricultural services and in industry. The concept of higher agricultural education is first described, and the problems of planning and financing it are discussed. Finally, the relationships between out-reach and research and higher education are examined.
